It works in Steem SSE 4.0 without option low-level 6301 emulation, it stalls with the option checked, it is due to a bug in the keyboard ROM that causes an ACIA overrun if not handled.
It does the same on my STE, except it can work according to the mouse position, hence internal state (whether the x/y sensors are at 1 or 0).
In v4.0, that state is reset on each boot. In next version 4.1 I'll make the state random so that your program has 25% chance of working!
But of course you want it to work all the time, so here's an idea: when you send IKBD command $14 SET JOYSTICK EVENT REPORTING, you should be ready to handle/ignore a bogus joystick 0 event ($FE + 1 byte).

Ah! The reason it probably didn't fail for me on a real ST is because I didn't have a mouse plugged in, so it was always set to the same mouse X/Y values. Have updated, seems to run in Steem okay now and also on the real thing.
Have had a report that my game Droid Special Edition (attached) doesn't respond to joystick input on Steem SSE 4.0.
I'm able to replicate the problem myself with 4.0, however the game works perfectly on Steem SSE 3.4, Hatari 2.2.1, and a real STE.
