#80 STAF minimal C# wrapper.

Hi,

I have created a C# wrapper for the most common
functions which I used in STAF:

STAFRegister
STAFSubmit
STAFUnRegister

The DLL used to perform the Interop is version 3.1.2.
It should work with a later version, although I haven't
tested.
There are some unit tests within the project, so you
will need NUnit if you want to run them.
The relevant files are greater than the upload limit
allowed at Sourceforge, so I have uploaded it here:
