Hello James,
To run executables you should use the <process> element instead of the
<stafcmd> element, the following works correctly for me:
<process>
<location>'local'</location>
<command mode='"shell"'>'Temp.bat'</command>
<workdir>R'C:\Some Directory'</workdir>
<returnstdout/>
<returnstderr/>
</process>
