I have built and tested STAF V3.4.18 on Linux PPC64 Little Endian and it works fine. You need to build STAF yourself from source code for now as we haven't provided installation files for Linux PPC64 Little Endian on SourceForge yet.
I created STAF installer files for linux-ppc64le. This feature will be part of STAF V3.4.21 to be released at the end of March 2015.
Note that currently no STAF secure ssl interface is provided due to problems building OpenSSL using the older version of OpenSSL that STAF currently supports and no STAF Python support.
I attached a file describing the changes I made to STAF to provide support for Linux PPC64LE.
