#1564 STAX Monitor shows incorrect block icon color when releasing a child block that has a held parent block

The STAX Monitor's "Active Job Elements" panel incorrectly turns the color of a held child block that is released to green instead of yellow when this child block also has a parent block that is held.

Here's a recreation scenario:

1) Submit STAX job holdChildBlock.xml via the STAX Monitor.
2) Hold child block "main.BlockA.ChildBlockA" (either via the STAX Monitor or via a STAX HOLD request). Note that the color of this block's icon in the STAX Monitor's "Active Job Elements" panel.turns from green to red and the color of its child block "main.BlockA.ChildBlockA.ChildBlockB" turns from green to yellow.
3) Hold parent block "main.BlockA"" (either via the STAX Monitor or via a STAX HOLD request). Note that the color of this block's icon in the STAX Monitor's "Active Job Elements" panel turns from green to red.
4) Release child block "main.BlockA.ChildBlockA" (either via the STAX Monitor or via a STAX RELEASE request) and the color of the "main.BlockA.ChildBlockA" block icon (as well as the color of the "main.BlockA.ChildBlockA.ChildBlockB" block icon) is changed to green when they should be yellow since parent block "main.BlockA" is still held.
