Great minds think alike. ;) I was planning to do something similar, so 
I'll review this.

Alternate names I propose are ssi-mkcdsl or cdsl-create. ssi-modfs is a 
bit too generic to describe what the command actually does.

/usr/sbin would be a good location for it.
