Aneesh,

Good research. The following commands look promising:

$ cvs co -r ${BRANCH}point gcc
$ cvs up -d -j${BRANCH}point -j${BRANCH}:"${DATE}"

We haven't done a good job of tagging branch points (the bottom of the 
branch), but this approach might work using the top-of-branch tag 
(OPENSSI-DEBIAN, OPENSSI-RH, or 1) instead for both commands.
