[Ssa2003-general] IDL Updated and TODO

I have updated the IDL in CVS, please check it out.
(Code/idl/CaseAlarm.idl)

The following still needs to be changed:

1. I am waiting on the database team to commit the updated schema so i
can change the CaseEvent / CaseDiagnostic / NetworkTypology structures
to comply with their stuff. Please do this asap :)

2. Mark needs to give me the actual function names for the GUI interface
classes.

3. I need to figure out stuff about the NetworkTypology tommorow,
(To late for me tonight, alas)
