[SM-I18N] Re: Proon translations

For the next release of the proon plugin (v4.0.0, just about ready),
I'm taking the advice of looking for the proon translation files under
the main SM/locale area.  I'm still happy to distribute any proon
translations as a courtesy until they show up in SM.  I have a note
about that (moving the files up to SM/locale) in the proon README.
