Set default values for unsafe_image_rules plugin
(http://www.squirrelmail.org/wiki/DefaultPreferences,
http://www.squirrelmail.org/wiki/UnsafeImages) and please don't post
duplicate messages to mailing list.

Please fix your email program. There is no 0x92 character in iso-8859-1
character set. windows-1252 is similar to iso-8859-1, that they are not
the same. ISO-8859-1 does not support right single quotation mark.
