SquirrelMail is IMAP client. It does not control user email accounts.

If email messages are deleted and you don't see Expunge options in your
interface, messages are really deleted.

If email account was deleted in some other administrative interface, it
depends on the way interface works.

Linux userdel utility does not delete user data by default.
