Well... for a start, you've not logged into the server in your telnet
example, so that really doesn't prove there isn't anything wrong with
your IMAP server.  Can I suggest the following:

  telnet server 143
  A01 LOGIN username password
  A02 LOGOUT

What does it return? Does it let you login? Out of curiousity, what
PHP version are you using? What SquirrelMail version are you using?
What webserver and version?
