No, you don't have to use XHTML to use CSS, but if we're cleaning up the HTML we might as well go XHTML 1.0. It's easier to convert XHTML 1.0 to HTML 4.01 than the other way around, so if we want templates for both I suggest that we develop one for XHTML 1.0 and then convert it to HTML 4.0= 1 for those who prefer that standard.
