Alright, I've moved all initialization logic into it's own function that
gets called when the bayesspam_functions.php file is loaded.

How will this work with the hinted-about possibility that in the future
the setup.php file won't be called on every page load? Will there be a way
to indicate that certain files need to be included for a plugin to work?
