I'm assuming you've tried telneting or using another mail client to
connect to port 143 on the server just to make sure a config option
wasn't missed in config/conf.pl ? The IMAP server doesn't have to be
on the same computer as the SquirrelMail installation, nor does it
even have to be on the same network, as long as SquirrelMail can
connect to it.

Did you remember to restart xinetd.d after changing this file?

/etc/rc.d/init.d/xinetd restart

That should make sure.
