[SM-DEVEL] Announcing Unsafe Image Rules plugin

Hi all,

Following the posts the last couple days about unsafe images I have rushed out the
new Unsafe Image Rules plugin. I think this title is a little better than the
persistent thingy whatsit title I said I would use.
Basically - you can either:

- Always show unsafe images (not recommended).
- Build a list of rules using options very much like the filters plugin [ from which
I heavily borrowed code for the options page - thanks ;-) ]
