There is a bug:
if (in Preferences) KOI8-R encoding is set then the page automatically set Western European (ISO) encoding and russian symbols are not readable , Surely u can set Koi8-R in ur browser but after refresh or any page change or reload it automaticaly sets ISO again.

PURPOSED SOLUTION:
add <meta content="text/html; charset=KOI8-R" http-equiv=Content-Type> in ur source of any page after setting KOI8-R in preferences.

I believe that this was fixed this morning in the CVS. Please download the CVS (live or an archive after today) and report whether or not the problem still exists.
Also, not leaving an email address and not logging into SourceForge doesn't help matters.
