Come on everyone wants to work together. You need to remember this a
community project. The best thing to do is accept and fix changes from
other sources.

But don't overstate your role as maintainer, the upstream community
including Linus does not take well to maintainers blocking things. More than
once I have seen code accepted over the head of a recalcitrant maintainer.
