It should not specify the template at all, it should just use the default one when it runs CREATE DATABASE. It is also very naughty to create the database from template0. First, the postgresql 8.1 docs say template0 is called postgres instead. Second, template1 is the place for database features the user intends to put in all new databases (for me, it's pl/sql and postgis geographic types). Just connect to template1 or don't specify a database name to connect to and 'CREATE DATABASE db_name'.
