Hello Robert, if you double-click a config in Spring Beans View Eclipse's default xml editor is opened. The behaviour that you examine is the default behaviour of Eclipse. Eclipse opens files depending of the file associations defined under perferences. As long as you don't have anything configured for *.xml files Eclipse or SpringIDE will bring up your Default XML Editor configured within WinXP. SpringIDE does not contain an XML Editor plugin so you need to install an XML editor plugin e.g. XML Buddy http://xmlbuddy.com/ and make sure that *.xml files are associated with the XML editor.
