That button's got me a few times.  I think it's there because=20
in conjunction with the Java Browsing Perspective it makes
IBM VisualAge for Java users feel at home ;) =20

With regards to your RFE I'm not sure how practical it would be
to implement.  Perhaps a better alternative is to put the toggle
on the outliner (since that's about the only way to navigate
once you've turned it on!).
