[Springframework-developer] XML change

I've made the XML change. New code in XmlBeanFactory, slightly revised DTD,
and all XML files updated.

All tests pass on my system. HOWEVER, they won't pass on yours, because the
DTD references in the XML files are set to a local SYSTEM file on my
machine. I thought it best to check in first, so we can address this as a
separate task.

Juergen, how's your magic URIResolver going? Can you revise XmlBeanFactory
to use it, maybe packaging the DTD in the core Jar? All the doctypes in the
XML will have to change: hopefully this can easily be done globally.

No maps yet. Not sure when I'll have time to add them. Would be nice for
0.9.
