This seems to be up again on the new hardware at SF. I haven't received 
an official "CVS is up again email from SF", but yesterday's status 
email said the repos would be accessible this afternoon, and I was able 
to pull out both anon and dev just now.

Note that you _will_ have to check out sources again. The path to both 
the dev and anon instances has changed:

dev:
   
:ext:<username>@springframework.cvs.sourceforge.net:/cvsroot/springframework 

anon:
   
:pserver:ano...@sp...:/cvsroot/springframework 


It seems to be pretty fast too.
