None of the core developers actually use maven to build Spring. The maven build artifacts are occasionally brought up-to-date but often they lag behind the current and build. The maven.xml and project.xml do givee the impression that we use maven and this is confusing. I would suggest that we either remove the maven build or commit to maintaining it along with the ant build. Personally I seee little reason to maintain two sets of build scripts. My vote is for leaving them out of the distribution.
