The reason why I've removed jmx-tools.jar is that I've moved the JMX AdapterHost stuff back to the sandbox for 1.2 RC1 (and commented out the jmx-tools dependency). It currently just served as a wrapper around Sun's old JMX RI HtmlAdaptor, which dates back to 2002 and seems to have been abandoned, so I guess we shouldn't ship it unless someone asks for it.
