This should probably go on the developer-list:

While we are dicussing the contets of the spring.jar -- could we include the
interfaces from aopalliance.jar in spring.jar and spring-aop.jar?  They are
after all public domain.  This would eliminate the need to include an
additional jar file when any of the AOP features are used behind the scenes.

I would also agree that separating the tiger source from the rest of the build
is OK for now - we do have additional build step for the commons-attributes
right now.
