I saw the FAQ question. I think it's best to create a sticky topic, but it should be moderated a bit, I think the admins should do that. About the task list, I don't think people use the 'start progress' feature JIRA has, which works really well. If people start working on a bug, they can indicate they've started progress. This can only be doen by the current assignee however. I think the current assigne should just check whether or not a patch has been added to the bug, before starting progress and also, actually *use* the start progress feature.
