Thanks for the feedback. From the research I have done there seem to be 
a lot of people that have had a pretty good experience moving from phpBB 
to vBulletin; I wasn't really able to find much in the way of negative 
experiences. The enhanced admin functionality was actually one reason 
why a lot of people mentioned switching. For me extra functionality on 
the admin side is not a big deal, but I am attracted to the built-in 
ability to do email digests/tracking of entire forums, and the built-in 
printable view.  They are coming in the new phpBB 2.2, but all signs are 
that that version is 3-6 months away at least, based on they pace they 
release at. While the new forums are great for people wanting to get an 
answer to a question, there is a group of people that want to read all 
the mail and use it as a learning source that would be helped by the 
enhanced mail handling capabilities.     I'll take a look at the fully 
modded variant, although I'd be a bit worried in using that, in terms of 
being able to quickly upgrade if there security hotfixes...
