[Springframework-developer] No (obvious) way to create a new account for the Spring Wiki

There is no instruction / URL to create a new account
on the login page of Spring's Confluence instance.

I am missing something like "Not a member? Signup for
an account." as in Spring's JIRA login page.

Or is this intended?
