[Springframework-developer] mime type for spring-beans.dtd

I just wanted to let the group know that the dtd is currently returning 
from the sourceforge server with a mime type of text/plain rather than 
application/xml-dtd (see RFC 3023 for further details). Not sure how 
much influence can be exercised to update the mime types in the server 
config, but I thought it might be worth a try.

I'm not sure, but I suspect it might have something to do with the 
validation errors I've been seeing.
