This is a companion app for SpecProc (https://sourceforge.net/projects/specproc/)

When configured it quietly runs at the end of each batch and opens your results files in your default web browser.

Sadly there is a little bit more to it than that.
You have to configure a web server on your PC, but that isn't as difficult as it sounds and there are instructions in the Wiki.
