This would benefit OpenBSD which puts libraries/include files in a non-searched location (/usr/local) but does set up pkg-config were locations can be detected.

Today, OpenBSD must pass LDFLAGS/CPPFLAGS to configure except for ffmpeg and libsndfile since those two do query pkg-config.
