Detecting fluctuations of constant signals like FM pilot, DC hum, HF bias and video monitor HF noise with resampling to remove wow and flutter on tape recordings, This would be similar to Plangent Process methods, more info here: http://www.plangentprocesses.com/

It should have said detect the constant via spectum analysis and make the pitch constant via resampling
