#381 Missing checks for misplaced command line arguments.

The man page for "play" says that global command line options must come before format and effect options. If this is indeed a requirement - then there should be checks and appropriate error messages when the user gets it wrong. Many online resources for SOX don't explain this - and many examples violate the requirement and somehow still work - while others do not.
