#271 Can't open files which contains foreign characters

I'd like to use the command line tool of sox, but it fails when open files which contains foreign characters.
for Example:

I'm using windows 10 x64 japanese OS but failed for opening japanese name files.

A modified version of LoRd_MuldeR's patch is included in sox_ng-14.5.0.1 and later
at https://codeberg.org/sox_ng/sox_ng/releases
Could you check that it works for you?
