I don't have access to the software right now, but IIRC you need to
have the transport running in Live (which it looks like you do,
actually).  You could try setting the quantize to Cycle in SL instead
of Loop, but that's just a guess.  I'm pretty sure I've had it working
in the past but I can't recall the details without having the stuff in
front of me.

In the meantime you can experiment with 'rel sync' mode.  That lets
you start recording anytime, but the total loop length when you finish
will be related to the tempo.

One of the items on the todo list is to simplify/rationalize the sync
and quantize controls, they can be non-intuitive and unwieldy.
