Yes this can be considered a bug, because manual resizing is != automatic resizing.
If I configure smplayer to "Never" resize my videos automatically, that doesn't mean that I don't want to resize the video manually.
So if one selects the "Never" option in Preferences / Interface / Main Window / Autoresize, now smplayer disables the shortcuts (CTRL+1, CTRL+2) and the options to manually resize the video under menu Video / Size / 50%,75%,100%,150%,200% etc... This is the bug.

Well, I don't know if this can be consider a bug. If you set the option autoresize to never, it's obeying it, so it doesn't resize the window.
