Second release candidate of Smb4K 3.1 released

In this release, the ability to compile Smb4K with versions of libsmbclient that do not have the function smbc_setOptionProtocols() has been added. So, users for example of Debian buster can now compile and use the new version of Smb4K. If everything works out like expected, Smb4K 3.1 should be released within the next two weeks.
