I'm wondering if you think there's any chance that a person might be able to get linux running on a Tandy 1000 RL (8086, 512k ram, tandy-ega / cga, 20mb hdd)

Sorry, but it's impossible to run Linux on a 8086... Linux was made to run on a 386 (or better). Even a 286 can't run Linux, as it lacks 32 bits words and some protected mode fancies...
Note that 8086 is a REAL mode machine... Maube you can run MINIX on it, but you will find hard get some utils to this box....

I just found some crazy guys porting Linux (well, some of functions) to 8086 and 80286, for use in small and embedded systems.

Yeah maby you can run Minix on it.
