[Slashcode-development] index.pl / userlogin

I found out why it was broken.  It needs an entry for userlogin in the
blocks table.  I removed it when I made it a template.  I have added in
(commit soon) a dummy block for it as a placeholder so it can be shown in
the slashboxes.
