#4175 Truncated HTML entities considered dangerous

Strange characters can get into the firehose via submissions whose titles contain HTML entities, if these are truncated for length. This submission:

https://slashdot.org/firehose.pl?op=view&id=787177

contains what may be an Ascii 3 at the end, probably truncated from an entity that begins &#3..., according to Pudge.
