#3971 Signature length limit calculated incorrectly

The Preferences section on Slashdot notes a limit of 120 characters for the signature.

That should certainly not include any included HTML, and very probably should not include forced titles of link targets, but it appears to include both.

Worse, since it's not clear what the limit actually applies to, users get to retype their proposed sig 5 and 10 times, attempting to "fix" the "problem", as I just had to.

Please fix and or properly document/annotate the entry field.

Additionally, it appears that if the last displayable character of a word is part of a link, the entire link is eaten, as well.
