#3773 Can't change an errant mod!

In the new moderation/discussion system, it's too easy
to accidentally mod a comment wrong and not be able to
fix it. I'd rather have a "Moderate" button next to
each drop-down list of mod choices.

For example, I meant to mod a post 'Interesting', but
my mouse slipped and modded it 'Redundant'. Not
egregious for that comment, but still, the only way to
remove the errant mod is to post to the discussion.
