     strncpy (s, startptr, charcnt-2);

There no code here to make sure that charcnt - 2 < MAXSENDCHARS,
so s might overflow.

Since serial ports are local, I'm not sure how significant this would be? I haven't had any issues with this myself, although it may be nice to address at some point.
