Add new rule.
On Redirection page select Redirect in Redirect Method select HTTP 302 - Recommended). In text box below type URL to which you want users to be redirected (type, for example, http://boressoft.ru\). Close the dialog by pressing OK.
Select Urls subnode of the rule. In the list on the right click right button, select Add, type URL, that will be blocked (all requests to this URL will be redirected to boressoft.ru). Type http://google.com, for example. Close dialog vy pressing OK.
Right click on Urls subnode, select Enbale. Icon of this node should change to color.
Right click on Rules node, select Apply (this will write new configuration settings to ISA storage).
Go to ISA management, expand configuration node, select AddIns subnode. Switch to Web filters page, right click on Sito Web Filter row, select Enable. Dot't forget to save (or apply, how in will be in english?) ISA configuration.
To check the work of Sito, try to go to google.com, Your browser should be redirected to boressoft.ru. Of course you should set up proxy in browser settings.

So, all filters without X on the end are "inclusive rules", all filrs with X on the end are "exclusive rules". Inclusive and exclusive filters are allways combined by AND (exclusive filter are higher priority). Different types of filters are combined as you wish (AND/OR - you can set it up in rule properties).
For Urls and UrlsX nodes you can specify, how domains with subdomain(s) are handled (see node's properties).
Some examples:
Urls (add * to all domains without folders) = boressoft.ru
UrlsX (never add *) = www.boressoft.ru
This rule will match boressoft.ru, ftp.boressoft.ru, etc, but not www.boressoft.ru (it is excluded).
Exclusive filters are checked first (they have higher priority). Different type of filter are combinet by specified operator. So, if you have specified AND operator in rule properties, it will work as followes:
UrlsX (never add *) = www.boressoft.ru
IpsX = 192.168.1.1
In this expample are URL will be excluded only of it equals to www.boressoft.ru AND it is resolving to 192.168.1.1
But, if you specify OR operator in rule properties this filters will exclude www.boressoft.ru and all URLs, that are resolving to 192.168.1.1

I cannot answer you exactly, because I don't ever try it. I this it should be blocked if you enter URL like https://boressoft.ru or boressoft.ru (without protocol).

So, I have no good news.
Redirecting from http:// to https:// is not working because of security limitations in Internet Explorer. You can only redirect to another https:// URL or return HTTP error.

I can block an specific https address with sito?
I cannot answer you exactly, because I don't ever try it. I this it should be blocked if you enter URL like https://boressoft.ru or boressoft.ru (without protocol).
