I'm not sure how to do thig one yet.

I'm not sure that it can be done in the same way as module
installation. Modules usually only have a few files. Themes
can have many many images which would make creating an
installation file difficult.

May just have to get the administrator to extract a zip file
in the themes directory and then log into the administration
and tell the database where to find it. Or have the system
automatically scan the directory for themes. But if we do it
that way how do we disable themes without deleting the whole
theme directory.
