A good way to do with would be add a field named priority
to the infoboxes table.
For the admin interface maybe either a listbox with "move
up" and "move down" buttons which can be done with
javascript, or for super compatibilty a list of the
infoboxes and a "move up" and "move down" link beside each
one.

It would probably have to be done the second way as that is
how the module re-ordering is done. It won't be hard, it's
just like all these items, finding time to work on this is
hard at the moment.
