This is handled by UI client, not the protocol plugin. You would need to submit a feature request for Pidgin.

They obviously didn't read your ticket. Protocol plugins don't control the Call Window UI, Pidgin does.
Maybe you should reproduce the same problem with a Jabber/Google call and not report it as SIPE specific problem.
It does not happen with every call, just on specific ones. Even closing pidgin completly does not stop the ringing.
