Using merged tab ( "+" ) in template "details" yields the following order of tabs:
asset1 - tab1
asset1 - tab2
asset1 - tab3
asset2 - tab1
asset2 - tab2
etc...
using merged tab in templates 'display' and 'edit' yields a different order of tabs:
asset1 - tab1
asset2 - tab1
asset3 - tab1
asset1 - tab2
asset2 - tab2
asset3 - tab2
etc...
I'd expect all the standard templates to use the same order of tabs.
In this case, I suggest that all templates should follow the structure of template "details" to be useful.
