As does the RFC for any URL, however, if you are going to include tokens that
are part of the parsing structure in inappropriate spots, how will any system
have a hope of correctly interpreting what you want?  You need to URL encode
the "@" that is a part of your data, and not URL encode the @ that is part of
the URL.
